Central technical college
In 1996, the campus became Instituto Tecnológico Superior Central Técnico, in recognition of its history of innovation in technical matters, in accordance with the advances in technology and the demands of the labor market. Since then, the main areas of training have been automotive mechanics, industrial mechanics, electricity and electronics.
The group was born in the first decades of the twentieth century, as a military platoon led by a senior officer of the Ecuadorian Armed Forces. The first presentations were not in the streets of Quito, but in the facilities of the headquarters of Ecuador.
In 1976, the War Band ceased to function until 2001 when, with 200 members, it was baptized with the name of Martial Band, since it had a purely military formation. Its first presentation was on February 27, 2001 in the act of the Pledge of Allegiance to the Flag.
The band is integrated by the baton platoons, cymbals, drums, redoblantes, tenors, piccolos and bugles. Students from elementary and high school of the day, afternoon and evening sections participate.[6] The band is made up of the following members.

The methods, techniques and procedures used in this research study and for the fulfillment of the proposed objectives were: Inductive-Deductive, Analytical-Synthetic, Descriptive, Statistical, Hermeneutic Method; the techniques that were applied: surveys to students and teachers of the Instituto Tecnológico Superior «Central Técnico» of the city of Quito to identify the needs of use of the virtual library; interviews applied to authorities, computer scientists, librarians, with the purpose of determining the factors that limit the creation of the virtual library; the Reading allowed knowing, analyzing and selecting conceptual and methodological theoretical contributions on the object of study.
As a result of the surveys to students and teachers, the needs for the use of the virtual library, training in the management and use of the library, updating and change of traditional methods with current technology, pedagogical advisors in technologies, information and digital literacy were identified.
